On September 8, 2026, CERC NEST researchers shared findings from their ongoing work at the Departmental Congress of the Department of Politics and Culture at the Autonomous Metropolitan University (UAM) in Mexico City. The presentations focused on energy equity in Mexican public policy and experiences of dispossession in Xochimilco.
Dr. Angélica Rosas Huerta and Mayari Anaid Rendón Rodríguez presented “Policy Mix for Energy Equity: An Analysis of the Mexican Case” as part of the Creation and Analysis of Public Policies working table.
Their research examined how equity has been incorporated into public policies supporting Mexico’s energy transition. The analysis looked at combinations of public policy instruments, known as “policy mixes,” alongside three dimensions of justice: distributive, procedural, and recognition justice.
Examining federal administrations from 2000 to 2024, the researchers found that programmatic instruments were used more often than regulatory, economic, and organizational instruments. They also identified a tendency toward isolated interventions, rather than the coordinated use of multiple policy instruments.
Dr. Verónica Gil Montes and Selene Nohemí Cuevas Islas also presented “When the Earth Speaks: A Look at Dispossession in Xochimilco” as part of the War, Violence and Dispossession working table.
The presentation analyzed the processes of dispossession that the population of Xochimilco has experienced due to territorial appropriation and the deterioration developed over several decades due to individual and government actions.
Together, the presentations brought CERC NEST research into broader conversations about public policy, energy equity, justice, and the experiences of communities in Mexico City.
